A look at Devon and Cornwall Police's struggle to meet the needs of the communities they serve when reoffending is high, and there are cuts to social and mental health services. Force incident manager Adele faces difficult decisions in protecting the lives of the public as she deals with the most serious and life-threatening cases that come into the Devon and Cornwall police control room. She has to determine whether the use of firearms should be authorised to tackle a 15-year-old in possession of a sword, and if there is time to wait 30 minutes for a negotiator to talk a woman away from the edge of a cliff.
